Monthly Meeting
October 12,2009
Meeting called to order by Supervisor Nephew at 6:03 P.M.
In attendance-all board members and 37 citizens
Agenda was approved with additions on motion by Nelson, sec'd by Nephew All yeas MlC
Supervisor opened meeting for SAD known as Janice Lane Special Assessment District
Comments from citizens in district were received, concerning spread of cost, who would handle plowing and
road maint.
Board discussed changing district, cost per property, vacant lot/non-paying properties. Grell stated that district
was set last month and the only thing left was to decide the cost per participant and length of time.

Fire Dept Report Mills Twp. Mutual aid contract.
Correspondence EDC, and Midland Family Center
Commissioner reports, County Comm. Whittington discussed #211 info line, and county zoning. Road
commissioner Miller invited the board and public to the CRC meeting on Wed. morning.
Old Business, Board notified public that audits were available for viewing online, Septic tank abandonment
bids tabled for two weeks to allow for modifications, Snow plow bid awarded to Delisle
Grell will handle bids for roof repair and complying with handicap access to hall. Board voted to authorize
necessary repairs to sewer line on Frank previously damaged by a contractor and will file suit for recovery.
Nephew will follow up on cover needed for clarifier at WWTP and possible installation of Septage reception
station at WWTP.
New Business-Board tabled decision on increasing cost for FOIA charges. Nelson made motion, by way of
resolution 1912-09-TC to no longer refund less that $2.00 overpayment for tax payment in due cost of
processing and postage. Roll call, All yeas, MlC Treasurer informed board that, per Billings Twp. Sewer
Ordinance, delinquent sewer payments accrued from Oct, 08 thru March '09 will be transferred to the tax bill
with the winter taxes. Any money paid to the township once the transfer takes place will be applied to use
charges, only. Board announced that there were openings on the new Parks/Rec and Master Corridor
committees. Anyone interested is asked to contact any board member. Board voted to approve adoption of
changes to Zoning Ordinance and authorize the P.c. to distribute copies of the proposed revision of the Master
Plan to surrounding townships and Gladwin county for input. Board approved granting pmt. Exemption of Oct
'08 thru June '09 for property# 030-040-000-106-0 I due to delay with grinder hookup. Kross will attempt to
get more info on bill presented by K-Hardware for purchases for '06 thru '08 before board approval.
Public Comment covered issues including Cemetery, FOIA's, Parks, Ice Carnival property, Zoning,
Board Comments-Clerk again advised the public that Recycling is available curbside, at no additional
cost.
